2004 Ballot Recount: Observer Report

The Wyandot county recount has been completed. The Board of Elections is made up of three Democrats and three Republicans. The ballots were locked in a different room and each party had a key for the ballot box.

The precinct was chosen randomly. We were given all info pertaining to the election (results, precinct totals,etc.) prior to the recount.

The hand-count matched the machine count after some gliches with the machine (ballot punched backwards jammed it).

Eleven absentee ballots were not counted because they arrived at the BOE after November 2, even though they were postmarked before election day.

Observers were given access to polling books, ballots, absentee ballots. Provisional ballots were not counted today but were on the table.

I think the BOE did an excellent job assisting us and making us feel welcome.

Some points to ponder:

  • The machine did not throw out holes not punched completely. The only way to find these votes is a manual inspection of the ballots.
  • In Wyandot County in 2003, the total number of precincts was reduced from 40 to 24, possibly causing some confusion about where to vote.
