2004 Ballot Recount: Observer Report

We started the recount process in Marion on Wednesday, December 15, 2004 at aproximately 9:30 AM. We completed the actual recount at 1:55 PM.

They created a "zero count deck" (test deck) and ran it before we arrived.

They also had four precincts already "chosen at random".

A total over the 3% required. Although this was not ideal, after spending the day with the people in this office, I have no reason to suspect that there was a "hidden agenda".

There was one counting team consisting of one Democrat and one Republican worker. It was observed by one Republican, one Democrat (morning only) and myself. The Director and Assitant Director were available for questions the entire day.

Although suspicious and careful at first, in the end they were very cooperative and nice. They set certain rules (like no questions) but in they did answer every one I or anyone had. They told me they were stressed because they did not know how we would act or what we would demand. There was a time when I had a difficult time seeing the punches in the card, but that was addressed immediately to my satisfaction.

All poll books and logs were laid out for anyone to look at and additionally there was a person who was willing to answer all questions regarding the poll books.

My overall impression was that this BOD was receptive and helped all their voters and potential voters. (They even drove one absentee ballot to a woman's house when she reported it not received, even though it was there on her table when they got there.) People were treated with respect and helped. The Board was available on election day for poll workers to call with questions.

If I were grading the Board of Elections of Marion County I would give them an A+.
